RISE-EU Project meeting: University of Warsaw

RISE-EU is an educational project by Ginevra Greco (University of Milan), funded through a 4EU+ Visiting Professorship, designed to immerse students in the heart of EU decision-making and trilogues. Through realistic simulations of the European Commission, the European Parliament, and the Council, participants negotiate, draft proposals, and experience how EU laws are made - developing key skills in diplomacy, teamwork, and policymaking. A unique opportunity to learn the EU from the inside!


The simulation will focus on “The Ordinary Legislative Procedure and the Trilogues”, and the specific legislative topic will be the Regulation on the 2040 EU Climate Target.


Format of the Simulation (3 hours long):

  • The activity is a negotiation-based legislative simulation that recreates the ordinary legislative procedure and the trilogue phase.

  • Participants will be divided into three institutions:

  • European Commission

  • European Parliament (8 political groups)

  • Council of the EU (11 Member States)


After a short introduction, participants will:

  • Dive into their roles by receiving tailored role cards outlining the key positions they will champion during the negotiation.Collaborate strategically within their institutional teams to shape a shared position and prepare for the legislative challenge ahead.

  • Enter the trilogue arena, where the three institutions negotiate, build alliances, and work under pressure to strike a political compromise on a three-article draft Regulation.


The event is open to any student and university staff member who wishes to attend, even just as an observer.
